Effective July 1, 2026, Vietnam officially implements new entry, exit, and transit regulations under Vietnam Government Decree No. 165/2026/ND-CP. The most critical update introduces a mandatory health declaration framework alongside the newly digitalized pre-arrival immigration process.
Mandatory Border Health Declaration
All inbound, outbound, and transit passengers must comply with the updated border health quarantine protocols.
- Timeline: You must complete and submit your health declaration within 7 days prior to crossing the Vietnamese border.
- Submission Methods:
- Digital Submission: Fill out the online form via the upcoming integrated digital portal.
- Paper Form: Complete a physical bilingual (Vietnamese/English) form directly at the border gate checkpoint.
- Target Scope: The Ministry of Health of Vietnam will specify which nationalities or travel routes require mandatory submission based on real-time global infectious disease risks.
- Official Link: While the dedicated standalone health declaration URL is being integrated, international arrivals must complete their mandatory digital arrival card via the official Vietnam Pre-Arrival Information Portal before landing.
Who Will Be Required to Submit a Health Declaration?
The Minister of Health of Vietnam will determine which groups of travelers are required to submit a health declaration and how long the requirement will remain in effect at border checkpoints for specific infectious diseases.
This decision will be based on:
- The global infectious disease situation;
- The risk of disease transmission into Vietnam;
- The actual circumstances at a given time;
- The level of risk at specific border entry points.
This means that health declaration requirements may not apply to all travelers at all times. However, anyone entering, leaving, or transiting through Vietnam should stay informed and be prepared, especially during periods of increased disease risk or when official announcements are issued by the authorities.
Vaccination Records or Proof of Preventive Measures May Be Required
In certain cases, travelers may be asked to provide documentation proving they have been vaccinated or evidence that they have complied with disease prevention measures as required by the Ministry of Health.
